There is one ring stuck in a pillar in Aquatic Ruin Act 2 that only 2P Tails can get offscreen. And there are 10 rings stuck in walls in Casino Night Act 2 that no one can get, so that makes a total of 11 rings that Knuckles can’t get at all. Knuckles is the only one that can get the 10 hidden rings in Mystic Cave Act 2, but you have to wait for the enemy to line up in the perfect position to reach them.

Tails got 296 rings.
