In diatonic harmonized chords based off the major scale (Ionian mode), the ii, iii, and vi are usually minor chords. When moving from one chord towards another a 5th below, a dominant 7 chord creates a stronger resolution than if the chord had stayed a minor chord. This strong resolution is normally seen naturally with the V chord moving to the I chord, but in the case of the vi moving to the ii, which has a weak resolution, change the vi to a VI7, which now would have a strong resolution.
