Having a similar problem, with both mov and mp4. I can drop either type into the Bin window, but when I try to drag them into the timeline, it won't let me. HOWEVER, it will allow the audio track from the mov/mp4 to drop in. Just not the video track. This just started happening a few days ago, completely out of the blue. Update: Just figured out the solution to mine at least. The leftmost V1 icon wasn't selected inside the timeline. Turned it on and it was back to normal. Doesn't make any sense on the surface, but alright. Unfortunately, importing wasn't the core problem, so it probably won't help with this.
The major cause for Premiere Pro MP4 file import failure may be some required codec missing. To solve the MP4 or other incompatible issues, you're suggested to convert MP4 to Premiere Pro most edit-freindly format like MPEG2 using DumboFab video converter.
HOLY FUCKING SHIT, I ACTUALLY FOUND A REAL FIX FOR THIS SHIT IN PREMIERE 2021. First of all, the problem lies on having leftover files from a previous version of Premiere Pro in your computer. It conflicts with the 2019 version and beyond, making .mp4/.mts and everything else stuck on the import progress bar. How to fix this crap? 1 - Uninstall Mainconcept Codec Suite from your computer just to make sure; 2 - Browse to C:/ProgramFiles/Adobe/Common/Plugins/7.0 (or some other number you have there)/Mediacore 3 - Delete everything inside this Mediacore folder, it's mainconcept related crap Now you can import .mp4 files on Premiere Pro 2021 just like you could do in previous versions and it'll get rid of all those mainconcept errors you often get in 2018.

@BLTMS KING You're welcome! Madder than a hatter. 😎
All I had to do was drag the file from my GP9 to my desktop first and them import from that location. Worked perfectly.
This is the solution that we're here for. Thanks mate!

Relocate your mp4 file to the desktop, save and restart your software again, then import from that location. It will work.
