Not necessarily. There have been oral meds readily available for a number of years which work from inside the dogs body to make their skin and fur unfriendly to fleas. They are NOT cheap, but quite effective. The one I use is Simparica. I get a 6 mos. supply for ~$110-$115. My pooch has been flea-free for all the time she has been with me, about 15 months. 🙂
