This is the use of the 600-700MHz cellular radio frequency spectrum which can cause arcing at the high-voltage disconnecting switch at the electrical substation when the substation electrical conductor performs repairs or an electric train with overhead pantograph switch.
I instead would much more concerned about the black soot floating in the air, which contains a considerable content of polycyclic hydrocarbons like benzopyrene...cheers!
