Most Pokemon fall into a grouping of very similar body shapes and thus animations can be heavily reused between them. As for idle animations, they were already made for all Pokemon up to Gen 7, but they ended up going either unused or only being used in the petting minigame in Gens 6 and 7 for some reason. And keep in mind that the actual models for reused Pokemon are exactly the same in SwSh, it's only the textures that were updated, so all of those animations could have carried over (as well as the animations for the many Pokemon with similar body types). That still would have been a lot of work, but for a franchise that makes *thousands* of times more money than other franchises that put way MORE work into their games, it was absolutely possible. It's just that GameFreak either didn't want to spend, or wasn't given, the money, resources, and effort to make the games look better.

It's definitely the latter, there's a lot of times were the AI will pick weak moves on purpose since they know it will kill you regardless they just don't take accuracy into account.
I've always wondered why they got rid of the unique more realistic sounds for the pokemon and their attacks as opposed to the games now where everything is just ripped and seemingly muted versions of the gameboy sounds
