Toriyama is completely aware where this movie falls in the timeline, which means Goku and Vegeta have their Ultra forms. Have to remember that orange piccolo could also be tired in the fight against cell max, due having a new form without training it before fighting, this could lead to the same problem of energy dropping that frieza had on R.O.F arc with his new golden form or the unmastered ss blue energy problem from the manga. So if his energy was in fact lower than his energy on his previous fight, he would be nerfed cuz he didn't ate the senzu bean before the fight with cell max to recover his energy, instead he gave his senzu to gohan.

Didn't Toriyama's Statements say Piccolo's new Form is on par with Blue Goku? If that level of power could fight Cell Max consistently then that means Cell Max isn't stronger than Broly. Doubt either of the Gammas or Gohan are that strong too since Piccolo believed Gohan wasn't taking training seriously since the ToP. So the Gammas must be around ToP Gohan level since the Gohan that hadn't trained as much can fight and overpower them. When you consider that ToP Blue Goku was stronger than ToP Gohan then it's not a surprise how impressive it's supposed to be when Piccolo could be at their current Blue Goku's level. I wanna specify their movie version of Goku since it's obvious that the movies have their own Continuity and take place after the Broly Movie but before the Moro Arc, otherwise MUI Goku negs both LSSJ Broly and Complete Cell Max. Plus any statements made by Piccolo or Gohan are baseless, neither can truly scale Vegeta or Goku.

Piccolo mostly scaled around ssj 2 level in super but when this movie came out he scaled on ssb level when he tap into the orange form and gohan ultimate form dominated the gammas he at regular ssj must be 10 times weaker then ssb and his ultimate form in this movie is eqaul to ssb but 10 times weaker then 2 perfect blues from the broly movie but since he gotten 40 times stronger tapping into beast mode he scaled nears ssbe because gamma 2 death was the reason cell max gotten weaker because cell max lost most of his power because the explosion has enough power to destroy the whole planet but it backfired but it did weakened cell max by draining his power at least by 70% because some parts of his body has power been slit into him since then cell max didn't Have full access to using his power against cell max since then cell max become less durable after taking that hit causing him to feel pain against orange piccolo and Gohan beast since then it explains why gohan beast was able to dominate cell max plus cell max power was leaking out when he turned into a rampaging monster and he did used up the rest of his power into 1 powerful attack that cause him to nonfunctional which would destroy the whole planet but he become even less powerful and since he a andriod and not a bio machincal as perfect cell was who can generate more cells back then cell max had limits to his power that he could not go passed through it explains why orange piccolo catch cell max off gaurd and cell max attack didn't fully work that gohan beast attack able to go and break the energy blast to cell max forehead which has most of his power source thier ended up being destroy completely

Didn't Toriyama's Statements say Piccolo's new Form is on par with Blue Goku? If that level of power could fight Cell Max consistently then that means Cell Max isn't stronger than Broly. Doubt either of the Gammas or Gohan are that strong too since Piccolo believed Gohan wasn't taking training seriously since the ToP. So the Gammas must be around ToP Gohan level since the Gohan that hadn't trained as much can fight and overpower them. When you consider that ToP Blue Goku was stronger than ToP Gohan then it's not a surprise how impressive it's supposed to be when Piccolo could be at their current Blue Goku's level. I wanna specify their movie version of Goku since it's obvious that the movies have their own Continuity and take place after the Broly Movie but before the Moro Arc, otherwise MUI Goku negs both LSSJ Broly and Complete Cell Max. Plus any statements made by Piccolo or Gohan are baseless, neither can truly scale Vegeta or Goku.
