The reason the 0.0001fps videos were stuck on the first frame is because at such a low fps a second frame would take another 5 hours which is beyond the video's duration, and you didn't slow the video down, you directly decreased the framerate.

Fun fact: due to it being 16x16 in Y420 format the uncompressed bitrate would only be 100 bits or so higher that was displayed for the file 16x16 would be 256 luma pixels which would be 2048 bits and 8x8 chroma pixels would be 1024 bits for each component ending up with 4096 bit per frame but since each frame is dislayed over 10s the nominal bitrate would end up as 409.6bits/s
The video probably got so long because the 0.00...1 frame rate would convert to 1 frame per 55 hours. So it might be good to calculate the approximate value to get 1 frame for the length of the original video.
The highest for TH-cam is already 8K ... which is insane for TH-cam given the already massive amount of uploading per day. Besides test cases I've never seen a need for greater than 2K for general videos anyway. Recent music video remasters, such Take On Me and Last Christmas, have been uploaded in 4K but they've been streamed in 2K with no visible compromise in quality. It seems TH-cam is trying to be everything in streaming movies then. When you try to be everything you will find it impossible to keep up with demands; you can be sure they're relying on network speed limits and throttling.
Google is already struggling with the bandwidth for the videos they have now and the users they have now, let alone 16K videos and god-knows how many more users by that point. 😒
Some tips if you redo this video: Use RGB or 4:4:4 color to make 1x1 videos, you are probably using 4:2:0 color which requires an even number of pixels on both dimensions The minimum framerate TH-cam will play back is 6fps even if you upload a 1fps video

We have a system to upload the homework called Moodle and in one homework the upload limit was 15 kB But we need to take a video so what did I do is I went to Vegas pro and reduced the quality a lot at video was 14 kB it was awfull, it had no sound. And I uploaded my homework and the teacher was like” what is this this video” and I said there was upload limit so that’s what was the quality that I needed to complete the homework.
