If you want to use ~지 when asking yourself, the sentence should be finished in present tense. Since you are saying 내년에 we already know that it’s going to happen in the future, therefore: 내년 한국에서 어디 가지? Hmm where do I go in Korea next year? But it would still sound better with ㄹ까 since it’s not near future. 내년 한국에서 어디 갈까 And if it was up to me I would choose go for a completely different expression such as: 내년 한국 가면 어디어디 가볼까 this way it is more clear that you are looking for places to go IN Korea
