THEORY is great and all. Sounds simple enough. Quite easy to theorize about how policing should be conducted. But PRACTICALLY, out on the beat, with so many variables, and so many REAL LIFE potential threats around very corner, far less simple. As for the example using the two halves of the audiences...I see no relevancy. There's no context. Nothing in that example relates to how it is for police on the ground.
