Well AFAIK the nerf Giorno had was more or less just a limit to his Return to Zero ability. I very much bet that there is in fact a limit to GER's RtZ, meaning he wouldn't just spam it infinitely, it's just that it's only used once so we don't know the exact powers and limitations of GER.
why star hand? basically, requiem is an syronger version of ur original stand, it haves more abilities than its original so it worked as upgrade

I feel like the difference between Requiem and Heaven Stands is that Requiem Grants Wishes and Desires to People who have qualities that make them Worthy making them suitable as a hero while Heaven Grants destructive powers to Those who are Hard Working, Ambitious, and Methodical which fits a Villain, like Pucci, very well especially since Villains are the main motivators of a story.

Holy shit I'm was shock after seeing Star Platinum Requiem and how powerful it is (even though it's not canon) but I would happily seeing more of STR in action and I'm looking forward to it
Note: How requiem stand works are when you hit by the requiem arrow, it will give you what u wants but in a bizarre way. Example, Giorno wants to defeat Diavolo, so he had the power to erase the effect and keep the cause but Diavolo's King Crimson power is the opposite so Giorno defeats Diavolo. Another example, Polnareff didn't want the arrow to get on the wrong hands so when his stand, Silver Chariot, get the arrow the souls has been swapped and Chariot Requiem walks away with the arrow.
