This is just too much to get a what should be a preset done in Pr. I wish someone would create a preset for this...I think I'll try myself so I'll see y'all in about 6 months! LOLOL
There is an effect called circle that pretty much does it, but it can only be a circle, and without the stroke outline

I honestly moved over to capcut which is what I didnât want to do because Iâd like to get real comfortable with Premier but when I attempted to add the track matte onto the graphic it would seemingly work, however, it would not appear on the timeline. I tried resetting and completely starting from scratch but none of those ended up working. Do you know where I mightâve messed up? Iâm going to be trying again really soon so maybe youâve got some helpful advice
i have to check , cant we give stroke to the first (only layer) without duplicating it please?
You could add a Paint Bucket effect to the video layer after the track matte key, set file selector to alpha and stroke to stroke, then adjust the color.
