Well done restoration. I don't think this was made in a factory. It looks more like trench art, they used their gas mask filters to produce things they really needed. The sand and the paper could tell you where exactly this lamp was made it looks like sand from the shores of the north sea.
Great job, nice result. But let me give you an advise: your paint job will be better when you spray serveral thin layers instead of one to try cover up the entire surface in one go. Your way, you run a high risk of your paint starting to run.
I like the end result, but you need to improve your putty applying skills. also where did you find the glass element? they don't come by easily anymore.

I think the thing where PEE41 or something like this is writen on is Gasmaskfilter. Because on my original One there is this too
