Interesting cam lobes, they do appear to be made that way. Also sounds like the noise is coming from there as the cam turns.
Everything looks really good inside!
Starters can make noise too. Good plan!!

As Soon as You said SPRING NOISE, I instantly though You should take the spring starter cover casing off and turn it to see of the noise goes away. Good Luck My friend.

I wouldn't be concerned about the play on the journal either.
That is a interesting splash agitation oiler.
I suspect the cam also.

That will be a good test to use a pull rope. If the noise goes away, the pull rope rewind was the problem

I think you are right, the noise is the starter. I would suggest removing the starter while you have the sump off and see if the noise has gone.
