Hi! I personally don't think saying something is out of your budget is a bad thing. However, i agree with you on the fact you have to be polite even though you don't buy anything.
Hi there! Not saying that it is a bad thing, I think it is the case for the majority of the people. I just mean, personally, I believe your financial situation is something you rather keep private to people you don't know. By saying something like "I will think about it", you make clear you don't have any interest in buying it now, but you keep whether you can afford it or not to yourself.
