when EC_ON out before RSMRST out or after.
ec_on# signal is an enable signal for other IC.. and this signal comes out of the kbc after you press the power button. and ofcourse before RSMRST#

Agar ldo nahi ban Raha hai jo ki io ka VCC hai to Kiya karna parega
Kiyon ki jaisa ki ham jante hai ki ldo 3volt regulator ic se nikalta hai aur 3volt regulator ic ko enebal hone ke liye io singnal bhejta hai but ldo ban hi nahi Raha hai to io enebal singnal kaise bhejega yahi samajh nahi pa rahe hai
Ldo nikal ne ke liye entrip hona jaruri he bhai, 3,5 ic ko check kariye, sare requirements ho raha he ki nehi
Ldo ki enable io hi bhejta he bhai... Check Karo io ki requirement

Bhai S4, S3 sare signal generate nehi hoga agar io rsmrst# nehi banaye to... To fir ram ka voltage aur uske age ka S3 state ka koi bhi voltage nehi banega... Toh obviously io ka yogdan hota he....

Yeah may be, actually it depends on situation..
Usually if step 10 is ok then the lower ranked steps should also be ok... But in some case u may need to look for inconsistencies....
