Naked Gun 33 1/3 is basically a reference to revolutions per minute that phonograph records play. The film was originally going to be titled The Naked Gun 33 1/3: Just for the Record, but then executives thought no one would get the joke.
Naked Gun was a movie that made fun of other movies. At the time the movies came out all of these sequels that the Nerd was talking about was coming out. So they intentionally made the numbers confusing to make fun of them.

By the way, Rocky Balboa is the only sequel of the Rocky series to not have the numbering system. After the release of Rocky Balboa in 2006, all we would get are the spin-off movies called Creed and Creed II which, once again, goes back to the numbering system just like the first 5 Rocky movies.
Regarding the Bruce Lee thing I heard that HK PURPOSELY called the sequel Fist Of Fury because they were offended that the US changed the title of the first movie. Not sure if that’s true but it’d be hilarious if it was.

Yeah, Rocky Balboa really should've been called Rocky VI.
