Do you expect people to buy a 50lakh Maruti Suzuki or a 15 lakh Volvo? People will be waiting for Volvo and the Suzuki gonna be flop right? Who's gonna spend 50L on a budget car manufacturer? So they first establish higher segments so that once they are at budget segment, people trust them as expensive car manufacturers (like Volvo in example) and also people don't hesitate buying their premium cars.
