Firstly the engine parameters are designed for the specific power and speed on which the efficiency reaches the highest value, so you need to get close to that power and speed to compare the performance with the original value given by the engine builder. Secondly the turbo charger is designed to deliver the certain amount of air to the engine at certain power level, so you also need to get close to that situation to record engine performance. If the load is too light the fuel air ratio won't be what it would be at normal operating condition and we would get wrong exhaust temperature. Last but not least, normally if we increase the load, the mean effective pressure would get higher, so as the leakage from the piston rings and valve seats. The performance check should show the decrease in peak pressure if the leakage is serious, so if we do the check at light condition the derating in peak pressure may not be that clearly, it will be harder to judge whether the rings are in good condition or not.
