They came into use some time in the middle of the 17th century and by the beginning of the 19th century were usual on all square rigged sailing vessels. That ship was actually the "Lady Washington". Her sister ship was the "Hawaiian Chieftain".
Both ships were built in the 80's and until a few years ago, they would visit many west coast ports and stage mock cannon duels for fans aboard for $70 a ticket.
My wife and I sailed aboard them in Coos Bay Oregon a few years ago. Yes, I was tempted to "Crush" it.

Yes, it was funny when Data pushed Dr Crusher into the water but it was equally funny when Riker said "Computer, remove the plank" Worfs face when he realised what's about to happen and trying to get back onboard then Data pushing Dr Crusher overboard causing Worf to fall back in half way up. Mayhem. LOL

Being former USN, I felt that the scene made light of RN officers of that era:
Their lives were pure hell while sailing the high seas. Scurvy, maggot infested meat, uneducated crewmen, storms from hell, no proper medical facilities compared to today, etc, etc.
Pretending to be the equivalent of a Naval officers of His / Her Majesty is an affront to the memories of real Sailors whom sailed on vessels powered by wind...
No homage was made during this trivial scene. Patrick Stewart should have felt a twinge of regret being a Subject of the UK GB. He is old enough to have read sea stories of battles, blood and men swept overboard.
