Yes, because making money off the software by itself without a way to drive people to buy it is simple. Other than lightning in a bottle type games like Fortnite and very few others. PlayStation wouldn't be in gaming without the hardware. Let's get one thing straight, hardware does cost but over time they make money off it. So your opinion is misguided, products rarely are cheap to produce early in it's life cycle. It's why they revise them and release a smaller more efficient version and cheaper to produce. You should know this because there was articles in this way back during the PS3 era as that was the most expensive to produce console ever based on R&D spent to create the CELL processor.
