    I use a Hughes Autoformer Power Watchdog at the pedestal. It has bluetooth and an app where i can get a read on volts, amps, frequency and watts.
    Is the tool your showing necessary in this set up?

      The Watchdog is monitoring the power coming into your RV which protects you from wiring and voltage issues on the campground side of the power.
      When there is an issue with the wiring inside of the RV (after the Watchdog), this plug tester can help to diagnose where the problem is and verify you made a proper repair to an outlet inside the RV.
