Slavery was not outlawed and it is legal for punishment which is why prisons for profit have prison labor which does road work, fights forest fires, and builds school desks all for 8 cents an hour. 3 strikes laws got 17-year-old black kids sentenced to life at labor for a joint or shoplifting. Slavery is still legal in red states.
