@@derekdoeschannel also, the earliest versions of the 38 pattern were more of a carhartt type canvas but that got modified to M-41 field jacket material toward the end of the pattern run because it was classified as being to stiff. It stayed as that poplin fabric for the remainder of the mackinaw models. But as you stated I’m sure it’s possible to find 41-42 dates still in the stuff canvas as they were using up the materials as they went.

Looks like it reads February 1942 date. Pattern types over lap some in the dates depending on the contractors fulfilling the orders
