The government just recently said they are talking with the company behind closed doors. My guess is Universal Studios also wants more film studio space built for movies in the country and are negotiating a deal with the government.
There is now going to be an inevitable opening delay even if approved. They wanted the go ahead from government before summer break - which didn’t happen. So we won’t hear anything now until the Autumn
There is no real updates but people like to see the site and the progress or lack off at this moment in time. Consider these videos building a foundation on what will become very interesting if this project does go ahead.
I think it's unlikely. They might be asked to be responsible for certain areas such as public areas coming from the new wixams train station for example. Litter picking, maintenance, gardening etc but made to buy? Probably not.

Do you think the cut grass near the lake could be where pheasant pens might be installed?
I think it's definitely something to do with pheasant/duck shooting.
Universal might offer to build such new facilities as part of the very very long list of section 106s goodies they might have to offer as bribery.
I don't think bribery is right but there will be some deals made, they are not expecting to swan in and the government pay for everything.

Could the grids in grass be used to measure building sizes ?
No, I think they are just to create an area where the wildlife will become comfortable before shooting season.
