With each robot master having a unique stage theme, you'd wonder why the battle themes aren't similarly unique... the reason each boss theme is the same is because this is *your* battle theme. *You're* the boss.
Well, actually, the reason for it is much simpler: more different themes take more memory space on a cartridge. That's why most NES games only have one or two boss themes.
Why is my theme less than 20 seconds long?

Imagine Metal Man with rapid fire blades and blades that bounce off the walls in every direction.
Quick Man, Metal Man and Crash Man would get the Speed Gear.
Bubble Man, Heat Man, Flash Man, Air Man and Wood Man would get the Power Gear.
Quick Man: somehow even more annoyingly quick on his feet than he was before. He throws twice as many boomerangs too.
Wood Man: Floods an entire half of the arena with leaves. To accommodate for this, the arena has four semi-solid platforms.
Flash Man: his signature Time Stopper ability lasts longer and has more range.
I have no clue how the other characters would work.
This is also just my prediction/opinions on which Robot Masters in Mega Man 2 get the Speed Gear and which get the Power Gear.
