Seems as if the 14th made it clear when you read his thoughts on our world being 1 giant community. He died at a young age and the 10th Panchen lama was reincarnated by the Dalai lama. But before he was enthroned as the 10th Panchen lama, he was kidnapped by the China and nobody has found him. China later enthroned their own fake Panchen Lama and the second photo you showed is the China’s fake Panchen lama.

His birth name is Lhamo Dhondup and since he was recognized as the Dalai Lama he was named Tenzing Gyatso when he left home at age 4. All the Dalai Lama except the first have Gyatso (Tibetan for Ocean) as the last name. Gyatso is the Tibetan equivalent of Dalai (Mongolian).
