My personal theory about why Daisy left Sarasaland: You know how it's mentioned in Mario Party 3 that she has a dad? I believe that after the events of SML, her dad didn't think she was ready to handle running a kingdom, and didn't want her in danger again. So the King is currently in charge of Sarasaland, while he let Daisy move out to the Mushroom Kingdom; where he thinks it's safer for her. Plus she's free to play sports, party, kart racing, harass Luigi, and do whatever she wants. Daisy doesn't seem like the type to want the responsibility of ruling anyway. She would rather go on fun adventures than sit on a throne all day.
It was an awkward smile since it would've been rude to scream at his face(probably the reason he's shy in the first place) plus it would've ruined the celebration. You can tell by how Luigi backs up and looks uneasy the smile isn't genuine.
