San Andreas and Bully were the best for side content
GTA V and RDR2 have a hell of a lot more details and extra things to do than any of the old Rockstar games, let alone most old games in general

The old Hulk Ultimate destruction game was also like this. You could use light poles as baseball bats and smash a car in half to use as boxing gloves. You could even destroy whole buildings. Fun times

Sleeping Dogs is definitely one of my favorite 'you can almost do anything' type of games. Played it on PS3 awhile back but ended up rebuying it on Steam to play on my deck.
I only played it recently and it's SO GOOD, like it's a GTA-like game with fighting over shooting, but it also has parkour, dress-up, realistic shops and the like. Best part is environmental damage, anything you see can have enemies thrown into, from body slamming into trash cans to stuffing them into fans and aquariums.

The first game that made me feel I could do anything was Fable 1 & 2. If you can get over the cartoonish artstyle then I think Fable gives you a great sense of freedom.

I spent hours on Just Cause 2 just messing about with the tether. Used to love tethering a car to a jumbo jet, getting back into the car, getting towed to god knows how high, then roof surfing it as it plummeted back down to the ground and exploding
Man Just Cause 2 is one of my favorite games to just screw around in. You could do so much! And I loved finding all the cool Easter Egg references to old movies and TV shows, like the satellite dish from 007 GoldenEye or the Lost fog monster. Also I gotta point out it's strangely hilarious to me that you can grapple into the ground and survive from a free fall. But for whatever reason I just couldn't get into the sequels nearly as much.
Just Cause 2 is the best in the series. The removed the running machining and dahs roll in 3 & 4. Makes you feel like you're walking through treacle.
Great video! I was kinda hoping for Postal 2 to be on this list as well, since it gives you total freedom to either do the mnudane things or go completely carnage.
The most “free” FPS in existence (i dont count garry’s mod. thats more like a sandbox imo)! Good times.

Two weeks ago I platinumed Lost Judgement and I had to do EVERYTHING, like play all the mini games multiple times, eat every food, etc. It was insane, I probably spent around 10 hours in the main story and 90 hours on the extra stuff.
Dude the main story is amazing. It has plot holes, sure, but it’s amazing nonetheless. The sub stories are my favorite part of the series too, but I really love the main storylines too that RGG goes all in on.
I think Prof. Oak giving me 3 choices for a starter Pokemon is the greatest feeling of freedom I experienced in a video game.

Baldur's Gate 3 is the best for me in terms of freedom to do whatever. For good or bad... Walking through lava and instantly killing your character in a battle sucks, but you chose to... No hand holding. Great video guys!
I just recently started playing Judgment and am hallway through it. So thank you for giving me more of a reason to play Lost Judgment. I am completely in the dark with those games.
Lost judgement does really spoil a big plot point in Yakuza like a dragon.

Lost Judgment is one of the absolute greatest games of all time. They finally figured out the Dragon Engine after four games.

RDR2 defs is one of those games that you can truly do whatever!
A game I really wish you could do more in is Batman: Arkham Knight. In particular, the game really needs a free roam mode that lets you play as any of the challenge mode characters in the open world. You can kinda achieve this with mods but because the characters aren't all meant for the open world it's often not great. It would be way, way better to have an official mode with all the characters programmed to work in the open world properly, maybe even have the option to set which stage of the game to set the world to such as Cloudburst Gotham and such. Just really give the players this big sandbox mode to play around with outside of the story.
7 days to die is by far my favorite, you can interact with EVERYTHING and destroy anything, even the ground. You can dig down and build a base deep underground and build it however you want, I love building tunnels with traps, so many weapons you can craft or just find in POI's and trying to make the best hoard base to see if it can make it the whole night. Love it! The base building is great.
I think X4 Foundations really deserves a mention here, you can do literally anything you want. Build huge fleets, become a space billionaire building your own empire, even take over entire systems.
Fallout 4 is one of my favorite games. Play it both on XBox and Steamdeck. In my current playthrough I am totally ignoring the main quest line and just exploring and seeing what mischief I can get into. Still incredibly fun.
I still play 4 from time to time. Especially with mods, it’s a great time after all these years.
I am glad The Sims 4 finally got a mention on one of these lists. There are so many categories that it can go into but hasn't. I thought maybe Gameranx had either forgotten, and aren't too fussed about The Sims.

This ended up being a list of my favorite games of all time.
The last one and Bonus one are the pinncale of whatever-you-want-games. They're what immediately comes to mind. The second-to-last one is also one that immediately comes to mind because it's the most recent and a lot of people are still feeling the initial wonder of it. Very well-ordered video.

You know what I think is just as important? That for all the freedom a game allows, there should be reasonable consequences. It doesn't feel immersive if you can go full villain mode and people don't try to stop you, or it doesn't affect you reputation.

I have to say they couldve added Gex 3D or Gex: Enter the Gecko to the list because there was an input you had to do to open up the debug menu and basically do whatever and have whatever at any point in the game. It was a fun time!
Since you mentioned the Sims 4, I HIGHLY recommend RimWorld. You can do literally anything. There are probably hundreds of different funny, adventurous, and even sad stories out there about peoples’ journeys through this game. It’s a sandbox game that let’s you torture your colonists, make your colonists do wacky things and create chaos, and help your colonists in growing a successful colony to eventually research huge NASA type space things and construct a space ship to eventually beat the game. But there are thousands of mods out there for the game along with endless customization options for virtually any part of the game. The graphics are super realistic or anything (it’s a top-down colony building survival game with some rogue-like/rogue-lite elements in it), but it doesn’t need to be. It’s a must play. (How the colonists react to things is pretty realistic, too. They have their own personality and feelings, they can even have a mental breakdown depending on the circumstances). And that’s not the half of it. Maybe just barely stretching a 9,482nd. THAT’S just how much content in this game.
I think Metal Gear Solid V: The Phantom Pain should be on this list. It gives you the freedom to do whatever you want.

Sleeping dogs is one of my all-time favorite games and still needs a sequel that ip and premise was fucking amazing and the gameplay was icing on the cake
After years of updates I might add No Man's Sky to the list. At this point you can pretty much play it as a strictly mining, farming, or construction simulator if none of the other things float your boat... because you know, you use submarines instead of boats for that sort of thing. ;)

In the niche VR market there is a game called boneworks. That is a game that lets you do basically whatever you want and because it's a VR title it's on another level entirely

Everyone always forgets Mercenaries 2: World in Flames (the Xbox 360 one specifically). You can literally have a whole ass nuke! Always forgotten. Really wish they would come out with a new one or at least redo it
Gta Sa and Rdr2 were the games where it felt like anothet world. No they don't have the most freedom, but they do feel the most free. Pretty difficult to explain it in words.
So glad to read this. There really was something about San Andreas in particular that really took immersion to another level. Also RDR2 is literally the best game I've ever played. I boot it up just to go fishing sometimes
Something I find surprising is not many games let your character go naked. One of the reasons I like Conan Exiles is its approach to nudity. It's just there, nothing to it. I always have my characters, male or female, go fully naked. It's something I wish more games would give me the option to do.

For what it's worth, an isometric RPG called The Summoning also allowed your (male or female) character to walk around and fight completely naked.
Of course, without any armor, this made the character vulnerable to weapons, spells and traps as the monsters' AI wasn't programmed to be charmed by your character's attributes. ~_^
I'm sure that other examples will be mentioned later on but I have a feeling that future titles will have the player's (female) character question the reason(s) behind its creation.

Sure you might be able to enter some building's lobbies and such but the tradeoffs for explorable buildings are too steep.

A few options come to mind for me. Like an OLD, OLD space-sim I played as a kid back in the '90s. Can't remember the name of it, maybe Freelancer? One that if you wanted to be a boring space trader running safe commodities between Sol and it's two nearest neighbours, you could. If you want to become a black-marketer, you could. Become a blockade runner? Sure. Become a pirate? Absolutely. Bounty Hunter? No problem.
Other options are the zombie sims. 7 Days to Die, Project Zomboid, and Cataclysm: Dark Days Ahead all approach the idea in different ways and have differing amounts of complexity in what you can do, but they all boil down to: here's a world covered by zombies. Go nuts. And if you find something broken in the game, or you don't like some of the mechanics, there's a mod that's probably fixed it for you.

In 2006 Rockstar released Bully, Midnight Club Dub Edition Remix, GTA Vice City Stories and GTA Liberty City Stories. All of these games were actually really good too. Now it takes Rockstar 10 years to release a single new title.
Underated but for this Halo Reach's Forge World and the community content that came from it was wild. Racing, mazes, art, the endless game styles, or just messing around with the physics engine with friends

ah, Sleeping Dogs, what an underrated masterpiece. it deserved far more than what it got. too bad it will always be remembered as poor man's GTA in Hong Kong. a shame cause it had a lot of features that dont even exist in most GTA games (hand to hand combat, martial arts skills, fighting tournaments, melee weapons, car hijack, car ram, take hostage, parkour and more)

Goat Simulator 3. The term sandbox game was built for this title, there is so much crazy stuff and pop culture references to explore that you'll always discover stuff you overlooked on previous playthroughs, laughing the whole time while you're doing it.

Honestly, i'd 100% put terraria on the list.
It has a surprising lot of things to do, and what's great is you really can do most things whenever.
You could spend most of the time building things, dressing up your character, making farms, doing challenges, playing golf, beating bosses, collecting things, just exploring the map.
It's in a sense like minecraft except there's way many more mechanics and things to do beyond building and redstone/wiring
You guys should definitely cover thsoe smaller games too. Theres a lot of good indie projects and its always good to expose people to them

RDR 2 deserves a mention. You can play good cop, bad cop. Do just about anything you want, from ruthlessly killing villagers to being the hero and helping others. I think the hitman games are also worth a mention, considering they let you carry out your objective anyway you want.

In Sleeping Dogs you can use waist-high railings as environmental attacks, and Wei will throw them so they land on their spine. Also, at a Hospital they have couches that you can hop over to trigger slow motion. Pair this with cops coming and you can get into long shootouts where the slow mo goes for Minutes at a time instead of a few seconds
