At about 5:20, outside of 7 -21 hrs, is it car, or bicycle only can proceed in either directions? I am asking because the 自転車を除くappears on the same white sign.

In Japan law, bicycles are categorized into "Vehicles".
However, if this supplemental sign is displayed, bicycles are allowed to proceed in both directions anytime.
"Vehicles" in law means vehicles, mopeds and light vehicles (=bicycles).
