Yes. There are I think 3/4 instances when you can overrate from the left. For example when a car is turning right and there's enough space and it's safe for you to "overtake". Don't quote me on this one though.
Dear Japan Government Please reduce Driving License to everybody including Japanese Citizens. Too many accidents, provide license only to needy ones. Stop giving Driving License to Students( Foreigner’s and Japanese also).

Yes, you are allowed to do it unless there is a "No crossing" sign displayed.
