From my understanding and practice, it involves the PM and the team. Furthermore to ensure that everyone is on the same page and has buy-in on the tasks/activities that should be carried out to produce the deliverable.
Hi Ruth, It is both the PM and the team that creates the task breakdowns. I do have a course that I think would be of benefit to you. It's called SLAY Project Management. After doing this for 20 years, I can say it is the team, and specifically the SMEs, that are responsible for identifying all the tasks that are required to get to the deliverable. But its the PM's job to take those tasks, add the time frames required, and the resources needed, and put them all into a WBS plan that shows the dependencies and the critical path forward. A good PM may also need to follow back with the team to discuss their tasks' placement within the plan and make adjustments as necessary. *So the team identifies the tasks, and the PM incorporates them into a plan based on task, duration, dates, dependencies, resources, and budget.*
@TEverettReynolds your right in that its the SMEs. Wouldnt it also be the SME who is best positioned to know the duration of their task. How do you deal with SME who are not forthcoming with duration of their own tasks they have identified. Its never a straight answer as its a guess on their part and the devil is in the details.Those details are not available early on in the project. You dont know what you dont know. How do you approach this?
In reality, talking about levels in the WBS and to decompose them just up until a certain level, is a big mistake. You'll always have deliverables of different levels of complexity and size, so each node must be decomposed down until we can have some level of certainty about how it will be constructed.
