If I understand correctly, your question is referring to structural connectivity (grey matter and neural pathways) which requires a kind of neurogenesis (creation of neurons) or oligodendrogenesis (creation of oligodendrocytes - neuron supporting cells). The general answer (I think but stand to be corrected) is no. Neurogenesis happens in two main places in the adult brain (hippocampus and the subventricular zone).......but not white matter reconnecting striatum to prefrontal cortex. This is an active area of research as it would represent a phenomenal step forward in clinical neuroscience to be able to achieve this, with many diseases being able to be tackled if/when this becomes possible. What can happen, however, is functional connectivity can increase between these two regions under certain training paradigms. This is quite well documented - and example of which is discussed in this paper www.cell.com/neuron/fulltext/S0896-6273(14)00391-2 This shows evidence that the brain has other ways of increases connectivity of these two regions without building new physical bridges between them.
