I think I read somewhere a while back that he was asked to reprise his brothers roll but he turned it down because he didn't want to dishonor or tarnish his brothers version of the Jake Blues character which is understandable. He felt his brother built and created the Jake Blues character and that if he wasnt alive to play it then noone else should, code of honor.. James definitely honored and respected his brother and his brothers Jake Belushi character is legendary and so iconic and belonged solely to John. When Jim turned down the role, the producers changed the script to be more of a tribute and honor to his memory instead.
