If your "means have to fit your ends" then the means "persistent" must fit ends which are compatible with those means. If no amount of persistence will achieve the task persistence is useless. But if you will only fail if you don't do, persistence is necessary. There will, if it is a dichotomy, be a middle ground where you can't tell until you've had enough losses that persistence is useless. And even telling that is difficult. I face tasks that are hard for me to accomplish but the problem isn't the task, it's somewhat obvious, it's all these difficult tangents unrelated to the task. It's like finding you could take this force and take this base, but unfortunately there's this mechanical problem with the tanks and those issues with the planes and half the troops have the Flu. So you can't take the base, you have to do all this work to balance out to take this base. But as soon as you fixed the tanks, someone vomited on all the ammo. Now it's no good. So you implement the no-drinking around the ammo policy but now people are walking out on you as a commander because you're no fun. Drinking around the ammo is the best. You used to be cool.
