A Keyblade Master can carry out this ceremony to anyone as long as their heart is strong enough as stated, all they need to do is make the inheritor touch their keyblade, and they will gain the ability to wield a Keyblade. Now let's see how she got the ability to wield a Keyblade: In Birth By Sleep, there's a scene where a very young Kairi meets Aqua, a Keyblade Master. As she was being chased by the Unversed, Aqua ran into the fleeing Kairi. Kairi seeing Aqua then ran behind her and accidentally touched Aqua's keyblade and gained the ability to wield a keyblade. This happened because Kairi had a strong enough heart, and Aqua is a Keyblade Master. In the case of Riku suddenly giving Kairi a random keyblade is beyond me, it seems like something Nomura failed to give thought to as I could find no other explanation as to how Riku has another keyblade to give to Kairi, especially with the logic of a pre-existing Keyblade choosing its wielder immediately after they gain the ability to wield one. That last sentence is a story for another time though as it contradicts another theory about Keyblades being built on the personalities of their wielders. Lea also followed this rule in the sense that his heart was strong enough to wield a Keyblade by the end of DDS, but as stated it doesn't make sense how having a strong enough heart causes someone to gain the ability to wield a Keyblade. This method of obtaining a Keyblade is consistent with how Sora gained the Kingdom Key though: In Kingdom Hearts 1, he was never meant to wield a Keyblade as no one had carried out the Inheritance Ceremony on him. Instead, his Kingdom Key belonged to Riku who underwent the Inheritance Ceremony with Terra. Although because of the events of KH1, as Riku's heart was sinking into darkness the Kingdom Key sensed his heart getting weaker, and in a slice of luck and coincidence Sora was there as Riku's heart was getting weaker. The Kingdom Key then sensed Sora's heart as stronger than Riku's and transferred to Sora temporarily, which by the end of KH1 became his permanently as his heart was strong enough and stronger than Riku's by that point. So we know that people can get a Keyblade as long as their hearts are strong enough. There's a lot of plot holes to different characters gaining the ability to wield Keyblades, especially Sora and Roxas being able to wield *TWO* at the same time, but if you dig deep enough there's a barely coherent explanation to how they got to wield a keyblade in the first place. It's also best to just know how they got it and not dig any deeper because like I said, plot holes. Drives you crazy sometimes in the KH universe.

It's a pretty easy explanation if you dive deeper into the logic of Keyblade wielding actually
For Kairi's case, we have the simplest explanation for it: The Keyblade Inheritance Ceremony
Before seeing how Kairi went through that though, we need to understand how this works: So the Keyblade Inheritance Ceremony needs two things, a Keyblade Master (or someone at the level of Keyblade Master), and a person with a strong enough heart.
