Step 1) Repair/Reset Xbox app
Step 2) Uninstall & Reinstall Xbox app
Step 3) Update Xbox App from store library
Step 4) Uninstall Xbox App & Install It from Xbox Website

Step 5) Make sure date, time, time zone and region are correct
Step 6) Clear store cache Using wsreset command
Step 7) Update Windows 10/11
Step 8) Install Xbox identity provider and Gaming services

Uninstall remains of gaming service
get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers
Install Gaming service:
start ms-windows-store://pdp/?productid=9MWPM2CQNLHN
Step 9) Start all these services
IP Helper
Xbox Live Auth Manager
Xbox Live Game Save
Xbox Live Networking Service
Gaming services
Windows Update
Microsoft install service
Step 10) Run this powershell command
Get-AppxPackage -AllUsers| Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
Step 11) Run inetcpl.cpl command
In Advanced Tab
Check Use TLS 1.0, 1.1, 1.2 and 1.3
Step 12) Update Windows to the latest version using media creation tool

​@@Dxnncity This is just horrific. Every 2 to 3 months it happens to me. There is no solution except literally force factory restore. This is pathetic from Microsoft. Most powershell solutions damage my system files

Worked for me today. But run SFC snannow after it's fixed as in the past it damaged my system files so had to factory reset
However in most cases it's fine thankfully

If you want to use Xbox again maybe you need to change devices that's what I did

I spent 3 days scouring the internet to find a solution to this and you are the only person that directed me towards the Gaming Services fix. Had to repair/reset that app and re-enable them in the Services screen. Thank you so much!

Open up your windows settings, go to apps, find gaming services, click on advanced options, repair then reset. Worked for me when I got the same thing

I tried to uninstall the gaming service, but it didn't help. It still gets stuck at the xbox logo or the loading update screen (with the EA window popping up). It never goes past 100%. If I close the xbox app window, it goes back to the logo screen.
I have windows 10 pro, version 22H2, OS build 19045.3996

Pretty sure my issue was something else BUT this video pointed me in the right direction. Apparently my "gaming services" was disabled and unable to start. I had to go into the settings and repair "gaming services". Just in case anyone runs into this problem.
