So it looks like the various tiers of the roof have a spout that allows for a "waterfall" effect from a higher tier whenever it rains, I can't imagine that is good for the product to have the water fall and hit a lower level like that, or does it simply not rain that much for that to be an issue.

Excellent Observation! However, unlike other Flat Roof materials our 100% PM (Progressive Materials) Silicone can withstand Falling Water. (This would NOT work with anything less than 100% Silicone) If the Falling water is over 10 ' we recommend some type of Splash Guard. Also if there is significant Splashing onto Stucco you may consider a "Waterproof" Paint Product for the stucco in that area.
