He is not allowed on any roadworks site unless he has been inducted on to that site. Also he has not had a risk assessment done or a method statement showing what he is doing and where and why he is doing it. He was told by the workman he did not have any P.P.E. which on roadworks is full hi-vis trousers long sleeved vest, safety boots and hard hat. I work on dual carriage roads and at my induction i was told the regs are the same for all roads.

There's a reason why you are not allowed on railway lines,you get killed or injured,roadworks are no different. You can clearly see the heavy material coming off the machine, cammer is obviously being difficult and putting himself in danger. He IS in the public domain and IS entitled to film but as the workers recognise the danger and get highly frustrated with having to constantly deal with this situation,i can see why. They have no issue with filming, just the "because I can" attitude and "go on ,try and stop me". This cammer is very confrontational and argumentative. If cammer had approached site supervisor and explained,he might have been given more help. Too late when the HSE arrive to investgate a fatality. The reason for a full closure is to prevent this, on a motorway or footpath, any not using this method is not working safely.
Granted this was many years ago now, probably in a different part of the country etc., but when I expressed an interest in some local resurfacing the crews there were only too happy to interact, and even showed me around the equipment in action. Most people are fine, but getting in the way, causing a hazard and then ramming a camera in someone’s face is only going to cause aggravation.

The planer driver was out of order in his use of bad language and should not have left his machine. I worked for Tarmac International for many years and would never dream of approaching a member of the public as he did. The jobs I worked on were multi-million-pound ones not back alley resurfacing one, the last with TARMAC being a road tunnel under the Suez Canal in Egypt. As a Senior Inspector of Works, I was often called onto escort media and film crews around complex tunnel works sites around the world. If the operator thought the camera man was in danger yes ask him to move out, but there is no reason to be abusive and threatening. The police can be called to deal with these matters. But as NRP look like a subby working for Tarmac, the Tarmac site supervisor should have intervened, and sent the planer op back to get on with what he's getting paid for. Once on a day he'd have been told he gets paid to plane, not have an opinion or talk to people. Sadly the number of experienced site managers/agents who can handle a character like the planer op is dwindling in the construction and civils industry.

The principle contractor of course, even though he purposely walked into an exclusion zone. And I'm sure he'd be right on the Injuries 4 You hotline if such an event occurred. The guys are just doing their job and this person decides to wind them up with a partial amount of knowledge which is dangerous...
My Question is why are the resurfacing that little road, I’ve seen A & B roads worse than that,which could do with some new tarmac, I bet a local councillor or MP lives in that road .
The irony,,,,,,it's a film of roadworks, nothing illegal, and they're getting all in a frap about it,,,but.....there's a ruddy great cctv sign blocking the road!!! Oh the irony 😂😂😂😂😂😂😂
They do a full closure because of the danger to the workers by speeding motorists. There have been too many workers killed by not closing the full road and putting a diversion on.
All was reported NRP allows there Employees to Assault and barate members of public forest Traffic Management are the same there MO is criminal Damage and Intimidation.
Under data protection you have to give me your name 😅😅 good try, trespass is a civil matter and not an offence unless it’s aggravated. These folks need training on photography law and stop bullying

Seems like this can be done without a full closure on a motorway. Yet they close it for this reason.
