Scarecrow is my favourite villain and I like him more than Joker even though I know Joker is objectively the better villain, so I’m happy to see how high you ranked him. Most people just see him as the guy who scares people with hallucinations but he’s so much more than that.

Poison Ivy I do like Selina Kyle/Catwoman. But I have a bit of a hard time accepting her as a villain. She is at best an antihero in my honest opinion.
I only disagree with riddler. Batman has been on record in comics saying that Edward is his smartest adversary, and that’s a terrifying power to wield against Batman. It makes a lot of his schemes very deadly, and his potential through the roof.
If you’re ranking your favorites, have at it. Place them wherever you like. But if you’re ranking them in terms of how dangerous they are to Bruce, I don’t think this is totally accurate… I mean Black Mask became the kingpin of Gotham, being the first to unite all the gangs in Gotham since Falcone. Batman and his entire batfam at the time weren’t able to stop him. Then Red Hood comes along, and for a good minute, he’s a step ahead of both Batman and Black Mask. Sure Bruce can take him in a fist fight, but Jason’s no slouch there either. To be fair, Red Hood is much more often an antihero than a villain (he has an opportunity to blow Bruce to smithereens in the comic Under the Red Hood, but doesn’t because he still sees him as a father).

I enjoyed Carrey's Riddler and Batman Forever was not only the first Batman Film I ever say in theatres I would still keep it in my top 5 favorite batman films despite its flaws. There is alot of great idea in the film that most people don't even notice and the fact that I can see them make feel like that film is more for me.
Batman being a fully human character, most of his adversaries will be written to provide the audience with more than just physical feats for content. Therefore i feel like its kind of an injustice to rank the villians in a "best to worst" solely off of how much physical danger they can put Batman in. The psychological toll that being a hero in Gotham has put on Batman is arguably the biggest part of his character and story, so the villians who have contributed to that deserve more credit in pure deviousness, even if they cant out punch Batman. This ranking system is kinda flawed
The Riddler and Scarecrow both have to be S tier for me, because of their sheer intellectual skill. They are geniuses, masters of planning, and there are an infinite number of stories you can tell using them (maybe even together).

@Sr.Green. Hush's motivation is that he didn't inherit his parent's money cuz Thomas Wayne saved one of them after he tried to kill them... that's it. It doesn't get more shallow and pathetic than that

Hush hates Bruce for abandoning him and because he always had all to be free and the wayne ruin his entire life saving his mother. Hush's motivation is that while he had to fight to live from his birth, Bruce always had everything even the love of his parents, Hush no. He takes the inheritance as a form of freedom after murdering his mother who disinherits him for dating Peyton Riley (something that for Marla Elliot was dishonorable since she was from a criminal family)
