A quick search gives a plethora of soil contamination lawsuits all over the beautiful Appalachian Mountains. I found one court case document back in the 70's-80's where the outcome was to cover the deposits at the dump site with 2' of dirt, because they deemed it to dangerous to move. that site is at the start/top of the mountains right on the border of TN/NC. It was a famous precedent lawsuit with the normal vague/passive verbage. some residents got a settlement (undisclosed amount) while others got nothing. I shared it on your Dad's videos in comments as soon as I stumbled upon it. Can't find it now.

There is an elderly veteran, Lanny, in NC who is in need of $50k to build a culvert and rebuild his driveway after Helene destroyed it. The only access to/from his house is a dangerous, steep embankment, and there is risk of more landslides and destruction. His story is featured in yt video by Carolina Airshots titled Elderly Veteran Stranded by Helene... His fund page is in the video's description. Please help if you can.
