I think you're referring to the washer under the body screws..... yes, in theory, but in reality it doesn't do a goo job of it.... hence my statement to not worry about it if you lose them. A better way to protect the screws and seal the water out would be to coat the screw threads with grease.... if you were concerned about corrosion or the screw getting frozen..... oiling the threads will suffice, as it is assumed you'll do periodic services on the reel. Hope that helps.
