As far as I know this is different. This is inspired by Central Asian countries. They want build a railway from Uzbekistan via Afghanistan to Pakistan where it merges with existing Kashgar (China) to Gwadar Port (Pakistan) railway. It will allow Central Asian countries access to Indian ocean ports. Simultaneously Russia and Turkmenistan opened Trans-Caspian ferry root between Russian ports (Astrakhan, maybe also Derbent) and Turkmenbashi port. Then railway goes to Uzbekistan and further to Kyrgyzstan and China. It's primary goal is to establish non-sanctioned root to China without Kazakhstan (which tries to keep good relations with West). However, these 2 roots are certainly have intersection in Uzbekistan, so technically Russian trains will have an ability to reach also Gwadar port in Pakistan.
