- Protective measures were in place to keep 12-year-old Malinda Hoagland away from Cindy Warren before the child was tortured to death, but Child Protective Services failed to intervene.
The CPS worker should be charged with failure to protect her
Probably lazy so made a phone call ! No answer after one ring ? Let me document that-no answer ! Did my part. Finished with my work at noon daily due to these practices great ! I am not saying this particular string of events happened here but only if people get apathetic with their jobs it has tragic results !!! 😮😮😮

Well, I am pretty upset, this case is in WV, I live in WV...CPS, the school did not check on her. I think the teachers might have been concerned about the child, so those parents took her out of school. I believe there has to be some kind of checks on children, who are at home being "homeschooled". See, I never knew this, but I think that parents have to send some kind of like , curriculum, to show they are actually educating the child. But, that is not, the education a child receives in public schools. It is age appropriate classes,with social interaction with other children.
People say that, but not many inmates would risk years more in prison. Also there's a famous child killer in the UK, Myra Hindley, who actually had lots of friends and lovers while in prison. Thankfully she was never released.

The failures of Child Protective Services in our country are appalling 😕 . States dont have info from other states frequently , resulting in death . ( Harmony Montgomery) There needs to be a federal step in to ensure info is easily accessible. They could do this. This is not okay.
Case workers should not be allowed to be kept from seeing and interviewing a child, on demand, when there is an open case. And absolutely be required to personally meet in private with any child in their jurisdiction.
These Child Protective Service employees need to be put in jail.
These things happen in the records show that they didn't take proper care of these children they should be put in prison

There will be a report. A case. Then, it actually goes before a child judge. CPS does actually investigates every report. Yes. It's a mess. Yes, there are laws, a f.g way, even down to if it's a preschool child. It's child line. Google child line. Please report any suspected child abuse, neglect,. Teachers, nurses, physicians even dentists, especially police. Mandated . If u suspect it, think something is not right, just call childline

CPS should be held accountable for this. I’m sick and tired of CPS not taking children who are actually in danger away from people….while they will take children away from parents who didn’t even do anything. CPS should have stopped the father from being allowed to have this child near him….because he allowed this woman to be near his child. Her mother should have been given full custody and the father’s right to visitation should have been taken away. He shouldn’t have even been allowed contact with that child.

If a school reports concerns about a child, and shortly thereafter the child is withdrawn from school, police should get involved. The case worker should be held accountable as well. Should never have happened.

It's heartbreaking that you are correct. Everyone needs to look closely at the neighborhood children. If they see something that doesn't seem right or if they see a child abused, they need to say something. We need to help protect the children.

A report from school have been automatic home visits and a check of any court orders. One would hope she would have been in foster care after the first visit. Withdrawal from school was another warning flag of the abuse intensifying. The court order to protect her failed. CPS failed to protect her. Her own mother and father failed to protect her. It’s a tragedy !!! I do commend the school in this case !!!

I honestly think that is the problem. CPS wants people with degrees but it’s doesn’t take a degree to see and understand an abused child. Then maybe social workers wouldn’t say or think ‘they don’t pay me enough for this’

It’s clear Cindy Warren was and still is the abuse instigator because it only started when the dad started dating her.
And over 10 or so years ago she and her ex husband beat his son to death. But that didn’t start until that guy started dating her as well. It seems that every man she gets with has a child from another relationship and then Cindy starts dating them and then the kids from the guys previous relationships gets beaten and abused to death. She can’t stand to be around another woman’s child. Which is sick. It’s all her who begins the process but the fathers should have protected their kids. I think she should have gotten the 50 years

Teachers get charged for failing to report. They did their job many times over, the state and county failed to follow through with diligence. Charges to them too! CPS exists because parents can be brutal and awful so their job is to PROTECT! They are complicit. Why don’t we ever see CPS getting charged?!? Make an example out of the severity of their poor work ethic and perhaps it can serve to have more workers actually do their job. Add funding through cutting the salary of elected state officials - nothing is more important than the safety of our children but it’s always those areas grossly underfunded (i.e.teachers, CPS)
