If Orin's is the second stone you get, before Gortash, the Emperor will comment on your choice to accept or resist Bhaal.

Lae'zel living through that is mainly due to her not doing it last run, although I don't think I would had used inspiration had I failed.
Next time I really need to do Orin first so I get to experience some more Gortash content.

I think you're correct. I was very confused about the hit rating and dc being locked at 18 would explain it.
