Only if you can find someone that can cut it right. Salons are so expensive and many times you can't find someone that can cut natural hair right money down the drain for sometimes a hacked-up look that you likely can do better. So only worth paying someone if they know how to make it look good.

1 side looks shorter in the video. Maybe she has at least 2 different curl patterns on each side, which you can’t really tell when it’s blown out. Is it possible to do this type of cut on her hair in its natural (not blown out) & dried state?
Yes, many hair stylists prefer cutting tightly coiled hair using the curl by curl method. If you have Instagram there are many posts by various stylists... in my opinion cutting the hair in a blown out state is better for the curlies/naturals who regularly wear their hair straight.
