People nowadays should not need to be, and should NOT be "Nosy Parkers". But keeping an unofficial eye out around your community and neighbour's homes, yes for sure. Notice a car, work truck or van that's not normally there, grab a quick photo or make a note of the Number Plate.
Knowing your neighbour's or near-neighbours, at least enough to have their mobile cellphone contact details. I live in the inner city with many multi-unit home units with very limited parking.
One day I had just left home and was a few hundred metres down the road when I noticed a tow-truck about to hook up my neighbour's car. I stopped and put the 4-way flashers on and ran over to the parking enforcement officer who was supervising, and spoke nicely with them.
The neighbour who is a shift worker had come home late at night and squeezing into an available space did not realise one end of his car was slightly over someone's driveway. (they could still get in and out)
I rang him on my mobile cellphone getting him still in bed and told him a towtruck was about to hook up and tow his car to impound and that if he grabbed his keys and ran down the road, he could save it.
The parking enforcement officer was happy with that as he came running down the road towards them. I later heard, it cost him a parking ticket but NOT a towing fee, nor having to get the car out of impound. He was more careful when parking in future LOL.
Sometimes neighbours have told me when they're going away and I bring their rubbish and recycling bins out and in again, or mow their lawn on occasion, while clearing mailbox of junkmail if it builds up.

They do not know which contractor removed the driveway. One contractor who was contacted earlier by an unknown person about demolishing a driveway at that address, but when he asked for proof of ownership/id and payment, the mysterious enquirer ghosted them. Obviously the evil person found ANOTHER contractor happy to do anything without proof of id, ownership, or even verified payment in advance. No, I think the scam works different to that. The lawyer "Steve Lehto" on his youtube channel, of that same name, explains better than I could, how the scam works. The contractor also gets scammed but for only one or two thousand dollars (and his wasted labour). If the woman has house insurance then the driveway, depending on the insurance policy wording, should be completely covered by that. If the insurance company wanted to, they could have contractors there within 48 hours and get the ground edges boxed up ready and concrete poured almost immediately. She's just gotta pick up the phone and call the insurance. There's certainly plenty of proof that it was there and proff that it was taken away without permission, ie "stolen".

Had to watch the video 3 times before having understood exactly what happened. Now... here's my take on the situation:
This "Andre" person is a professional scammer who was just trying his luck at eliciting the services of various cement contractors to see if he can game them out of some money. He selected this house because it was newly up for sale and scammers like confusion and chaos. What better target than a house that may or may not have someone living there and may or may not have work to be done to it? He eventually lucked out and suckered someone (a cement guy) who didn't know who the house actually belongs to and that gullible contractor went to the house - removed the cement and waited for payment in full before he would finish the job. "Andre" was planning to check scam them (write a fake check for a higher amount of money and receive a cash difference), but the contractor didn't fall for the scam and stopped dealing with "Andre". Instead, the contractor just got scammed for the labor and hauling that he'd done and since he unknowingly screwed up... didn't go back to fess up to the homeowner Amanda because he would be responsible for replacement of the concrete that he'd taken without legitimate permission.

If they were really trying to push the envelope of this scam. Sue the homeowner for completed job agreed upon (they would be lying of course) and then really tell a fat one. Claim that their rented bull dozer broke because they were rushed to finish it like the homeowner asked ( another lie) and it broke beyond repair and they had to fork over the cost of a new one. and want to be compensated for that.

Maybe things are different in 'Merica, but every house insurance policy I have ever read INCLUDES coverage for footpaths and driveways, as well as the garage and garden sheds etc.
Just get her insurance company to pay the money they owe her, under her policy ! Why let her insurance company off the hook ?
