It's a censor. They changed the rifle to a laser gun. It's meant to let mother's and fathers who don't like guns let thier children have the game because it isn't a real gun.

People look at the dark route out of context and assume Shadow’s uncharacteristically evil with no solid justification when that’s just simply not true. The dark routes have Shadow get essentially blackmailed by Black Doom to aid in his invasion efforts, and manipulated to bring back his old vendetta against humanity to keep him obedient. And that says nothing of the other routes’ narratives, and the 326-ish possible level combinations that weave unique narratives. Shadow in most cutscenes and scenarios act very in-character for him, and when he doesn’t there’s usually some form of justification for the change. Additionally, I have no clue how the game ruined the continuity. If anything, it just patched up plot-holes from Sonic Adventure 2.
Given the fairly-large barrel size, it looks like it may have been some sort of grenade launcher or mini-rocket launcher. A grenade launcher might've been considered redundant given the large array of homing and non-homing rocket launchers already available in game. (And yes, I did see an earlier commenter say it was for censorship. I still think SEGA could've added one more weapon to the game to match the one on the box-art.)
Im thinking that Shadow is Holding a Rocket Launcher or a Bazooka where Shadow can Shoot Rocket Propelled Grenades to Blast any Enemies in the Radius and Can break Breakable Walls in the Distance
Would love a sequel, multiple even, this game was so fun, people say the controls are slippery, but to me, i got used to it a make it work in my favor 😅
They were going to have more be used, but the E10+ rating was created during the game’s development, so they dialed back the game’s content to aim for the new rating, rather than the T rating they initially wanted.
