It's a pretty neat effect the source engine can do. In game it's mostly used for rotor wash: whenever the hunterchopper/alien gunship fly low over the ground, all the props and jigglebone objects bounce around.

Hmm.. mulling it over, with how tightly the Combine monitor shit in City 17, Overwatch probably _did_ deploy that Strider in response to Mike blasting the side of a building. The AI probably thought a riot was going on or there was an active shooter or something, so it sent in a Strider to suppress the threat and buy time for some CPs to get there and clean up whatever was left.
They forgot that the combine only assimilated many humans into the Overwatch. The Combine aren't humanoid. Their assimilated soldiers are. They where just given synth support units leftover from the invasion. The rebels have developed countermeasures against these using a combination of their own tech and combine tech.

Basically some animal that looked like a Strider was taken and turned into this giant walking tank that fights for the Combine. It has it's own brain inside that armored shell.

The grate on the top is most likely an access port for preforming maintenance, or possible even surgical procedures on the biological components of the strider. The combine are not so much a race as they are an amalgam of different races, united by one conquering force, and augmented cyberneticly and most likely geneticly by the same conquering force/previously conquered races.
