Is that a Cushman/EZ-GO? If it is, look on the back of the shift lever, there is a small metal piece mounted on the assembly with a spring. It should have a pointer resting in a hole. Pull back and rotate it out of the hole then try to shift from forward and reverse - it should lock into neutral. Put the pointer back in the hole to unlock it.
Hey Topher, its a 99 EZ-Go. We've been using that cart almost daily cruising the neighborhood. It's been such a blessing to the family.
